​Workforce Outreach Campaign

1. Introduction
A single hospital or nursing home stay is a carefully orchestrated symphony of providers and support staff – from the featured physicians to the many lab techs, certified nursing assistants, and pharmacy techs who shape the overall tone and quality of the experience. It is fundamentally an ensemble affair, and our local facilities are struggling to fill all these roles. Nexus Montgomery is working to address the healthcare workforce crisis in Montgomery County, Maryland through a partnership with the U.S. Department of Labor, Montgomery College, and the Primary Care Coalition (PCC).

Workforce Capacity and Development is part of the Nexus Montgomery portfolio of programs operated by PCC. Nexus Montgomery is a collaboration among six hospitals serving our region who jointly invest in programs to support community health and create impact that no single hospital could achieve on its own. PCC has expertise in operationalizing multi-partner initiatives and serves as the professional staff leading implementation of Nexus Montgomery programs.

As the Nexus Montgomery management entity, PCC has been awarded federal funding to support the training pathway—from program recruitment to job placement, as well as supportive services—for up to 200 low-income healthcare trainees from the most at-risk areas in Montgomery County into Montgomery College’s local allied health degree and certificate programs. Engaging underrepresented residents will create a more inclusive workforce, capable of offering culturally-appropriate care to a wider range of residents—while navigating trainees toward thriving careers.

2. The Challenge
Nexus Montgomery is seeking multiple community-based organization partners to assist in implementing a County-wide outreach campaign. All selected partners will work on a one-year funder project in total, beginning late in CY2023.

3. ​Funding

​Funding: Community Based Organizations ($96,000 total to be awarded amongst all partners)

Description: 
PCC seeks partnership with community Based Organizations (CBOs) to assist in the identification, recruitment, vetting, and application of students for Montgomery College non-degree health science programs. PCC will work with CBO partners to recruit, vet, and identify at least 200 qualified students interested in earning credentials for certificate programs in health care. The focus is on un/underemployed residents from culturally/linguistically diverse communities listed in the Target Audience section. CBO partners will also provide wrap-around services to students to help overcome barriers to their educational and employment success (from training to the first year of employment). To support their outreach and recruitment efforts, all CBOs will receive comprehensive training about the health sciences programs, application process, program requirements, and enrollment goals.

Target Audience & Service Area: Target population- General population, Bilingual & Multilingual individuals (e.g., Spanish, Mandarin, Cantonese, French, Amharic, Somali), High school graduates, Entry-level hospital staff, Skilled Nursing Facility Staff, Veterans, Foreign Born Individuals, Individuals with ability to work in U.S.

Service Area: Montgomery County

Sample Activities: Community outreach at: Job Fairs, County High Schools (e.g., Career Days), Libraries, Places of worship, Community Centers, CBO events, Nexus Hospitals, Nexus Partners Flyer and marketing material distribution 

4. Eligibility

1. Have been continuously delivering one or more culturally- and linguistically competent services to ethnically and economically diverse communities in Montgomery County, MD.
2. Have an established or ability to establish a mechanism to collect client data such as age, race, gender, and zip-code. *Note: Please see minimal data requirements attached at the bottom of the page.*
3. Have the ability and capacity to provide services throughout the term of the grant period beginning upon receipt of grant funding from the U.S. Department of Labor and ending one calendar year from award receipt date.
4. Be registered and in good standing with the State of Maryland or adjacent jurisdiction. Have all appropriate licenses and insurance consistent with the Primary Care Coalition terms and conditions.
5. Provide at least one letter of support from a community organization.  

5. Proposal Instructions (minimum 4 pages, maximum 8 pages)
1. Organizational Background & Needs

1. Briefly describe your organization’s mission, purpose, and target population.
2. Specify some of the challenges, barriers, or needs facing your organization. These can be financial, staffing, expertise, or any other barriers that are preventing your organization from growing.
3. Specify any prior experience working with workforce development programming.
4. Specify any prior experience working with culturally and linguistically diverse communities and approach to outreach in Montgomery County, MD.
5. Include cultural and linguistic capacity of the organization’s staff implementing and conducting outreach.
6. Include a description of any antibias/cultural bias training that your organization could provide to candidates.
7. Include a description on how your organization would support candidates through the following career navigation and social services support:
   • Providing support to address social needs barriers during training and job placement
   • Providing Interviewing workshops and resume writing
   • Continue coaching and career mapping for the first year of employment
   • Integrate this work with organizations Montgomery College has existing relationships with for other job training/coaching in the community, for sustainability

2. Organizational Financials What are your organization’s main sources of funding (e.g., donations, public grants, private grants, program revenue, contracts, etc.)?

3. Financial Proposal Please provide a detailed budget and budget narrative proposal. The financial proposal price shall include, but is not limited to, all: labor, profit/overhead, general operating, administrative, and all other expenses and costs necessary to perform the work set forth in the solicitation. No additional amounts outside of the agreed upon budget categories will be paid to selected partners.

4. Outcome For each funding category, you will need to track specific outcomes for monthly reporting. Please look at the reporting template and confirm whether you will be able to track these outcomes. If you are not able to track the outcomes, please specify which ones you cannot track and why. Monthly reporting will be due on the 5th of each month.
